Azerbaijan's Foreign Minister Elmar Mammadyarov met his Russian counterpart Sergei Lavrov in Moscow on Monday to discuss Karabakh and bilateral issues.
A number of key issues in the Nagorno-Karabakh conflict settlement still remain unresolved, said Russia's Foreign Minister Sergey Lavrov whilst addressing a press conference, held after the talks on 6 March. Most issues can be quickly agreed, but key points still remain unresolved and the sides are currently not yet close to resolving them, according to Lavrov.
Azerbaijani FM Elmar Mammadyarov, in turn, said the main issue in the settlement of the Nagorno-Karabakh conflict is the need for political will to resolve it. For Azerbaijan, returning the occupied lands is of paramount importance he said. Baku insists on substantive negotiations on the matter., said the Minister who also noted that when there are negotiations going on, the guns are silent.

Zohrab Mnatsakanyan told Armenian MPs discussions on the Nagorno Karabakh conflict will continue in June in the framework of the OSCE Minsk Group process.
On Tuesday, Armenian foreign ministry spokesperson Tigran Balayan told the Armenian media that the Azerbaijani side was carrying out engineering works at the Nakhchivan sector of the border, and that this "poses a danger to Armenian military positions".
